¡¡¡¡China's accession to the WTO is an important strategic decision made by the Central Committee of the Communist Party of China together with the State Council against the backdrop of emerging international economic trend and internal call for furthering reform and opening up. The decision reflects the vision by the Chinese Government of future development as well as its insightful understanding of the overall situation in China. The day of December 11, 2002, witnessing China's entry into the WTO, marks the beginning of a new epoch of opening up in China, where opening efforts are being intensified, and participation in international competition and cooperation expanded at greater depth.
¡¡¡¡Ever since China's accession to the WTO, Shanghai, at the forefront of China's reform and opening up, has honored the commitments made by the central government regarding the areas, degrees and schedule of opening up on a uniform basis, by conducting all£dimensional, multi£level and multi£form exchange and cooperation with foreign countries in economy and trade within the WTO framework. During the process, Shanghai has made innovative, persistent and practical efforts to explore a new path of development reflecting the features of China, of the time and of Shanghai so as to contribute to another round of surge in national economy. Shanghai is now opening a new chapter of its development.
¡¡¡¡Shanghai's Economic and Social Development in relation to China's Accession to the WTO produced by the Shanghai WTO Affairs Consultation Center is an objective presentation of facts and figures concerning Shanghai's faithful implementation of WTO commitments in the accelerating process of reform and opening to the outside world. The report covers actual responses to the accession in light of Shanghai's compliance with the WTO rules and implementation of WTO commitments. The five chapters therein provide description and analyses of Shanghai's overall economic picture, trade regulation and the development of major industries together with suggestions on future work.
¡¡¡¡From now on, we are going to compile and publish an annual Report on Shanghai's Social and Economic Development in relation to China's Accession to the WTO in both Chinese and English. As this is our initial attempt at describing Shanghai's serious efforts in implementing what the national government has committed, there is inevitably room for improvement. Therefore, we sincerely welcome corrections and comments from our readers.
