I Overview

The Shanghai WTO Consultation Center (SCC/WTO) was founded on October 26, 2000 shortly before China’s accession to the World Trade Organization. As a non-governmental organization for WTO affairs consulting, established by the Shanghai Municipal People’s Government, the function of the center is to provide governments, enterprises and the public with law and policy consulting and information as well as WTO- related training services.  Besides, as the external liaison platform for WTO-related affairs, its purpose is to keep WTO members informed on the creation and enforcement of trade-related laws, regulations and policies in both Shanghai and China as a whole.

A board of trustees (BOT) has been formed for the Center. Members of the BOT include representatives of major government agencies and industry associations. Their responsibilities include electing the chairman of the board of trustees, hiring the president of the Center, and examining and approving the Center’s annual report. The current BOT chairman,  Mr. Wang Zhan, is also the General Director of the Development Research Center of the Shanghai Municipal People’s Government.

The Center staff includes experts from universities and research institutes home and abroad. Mr. Wang Xinkui, President of the Center, is also President of the Shanghai Institute of Foreign Trade.

As a non-profit public service organization, SCC/WTO is mainly financed by the Shanghai Municipal People’s Government and may receive donations from international and domestic enterprises and institutions.

V  The Advisory Committee of SCC/WTO

 

The Advisory Committee of SCC/WTO was formed with the approval of the State Council of the People’s Republic of China. Some 26 distinguished WTO foreign affairs experts have personally accepted the invitation to act as advisors to the Shanghai WTO Affairs Consultation Center: the Director General of WTO, Supachai Panitchpakdi; former Director General WTO and former Prime Minister of New Zealand, Mike Moore; former Director General of the General Agreement on Tariffs and Trade, Arthur Dunkel; former Deputy Director General of WTO, Miguel Rodriguez Mendoza; Andrew L. Stoler; Paul-Henri Ravier; Kim Chulsu; and 19 domestic WTO affairs experts such as Wang Daohan, Cao Jianming, Tong Zhiguang and Zhang Yuqing.

 Every year around November, the Center hosts the annual conference of the SCC/WTO Advisory Committee, one of the high-level non-government professional conferences on WTO affairs in China.

VI The Major Divisions of SCC/WTO

Division of Consulting Services of SCC/WTO

       The Division of Consulting Services provides enterprises, governments and the public with various consultative services on WTO affairs:

1.       Consultative services for a precise understanding of WTO legal instruments and the appropriate application of WTO rules;

2.       Consultative services for a precise understanding of the legal instruments of China’s WTO accession commitments and the implementation of China’s obligations relating to trade and investment;

3.       Services including but not limited to defending the legitimate rights of enterprises at home and abroad by means of remedy measures such as antidumping , countervailing and other safeguards.  

4.       Exchange platforms and problem-solving channels for China’s implementation of her WTO commitments and the optimization of Shanghai’s investment environment, including special reports on industrial development, investment, trade and development opportunities and/or ways to improve the investment environment.

Division of Information Services of SCC/WTO

       Division of the Information Services provides enterprises, governments and the public with a variety of information on WTO affairs:

1.       Maintaining the website of SCC/WTO and updating China-related WTO information both in Chinese and English;

2.       Publishing the SCC/WTO Bulletin and also regularly publishing the WTO Express newsletter to report the latest WTO-related affairs;

3.       Administrating the WTO Reference Center in Shanghai established by WTO Secretariat and providing WTO information and references more generally;

4.       Compiling a series of SCC/WTO publications, including an annual Collection of WTO Cases both in Chinese and English;

5.       Promoting investigation and research on special SCC/WTO related topics and providing analytical reports on the trade and investment environment of China and other WTO members.

Division of Training Services of SCC/WTO

       Division of the Training Services provides governments, enterprises and the public with training services for WTO affairs:

1.       WTO senior expertise training: including elementary training and intermediate training at home and advanced training abroad; geared to the needs of the public;

2.       WTO senior civil servant training: including short-term training at home and special training abroad; geared to the needs of government;

3.       WTO special training: run by well-known WTO experts at home and abroad; geared to the needs of enterprises.

       Successful trainees of the SCC/WTO training project will be awarded the special qualification certificate for some of Shanghai’s most sought-after jobs, by a Joint Panel set up by the SCC/WTO, the Organization Department of the Shanghai Municipal Committee of CPCthe Shanghai Personnel Bureau, the Shanghai Public Administration Institute, and the Shanghai Institute of Foreign Trade.

Division of the Monitoring and Early-Warning Services for Trade Remedy Measures

Division of the Monitoring and Early-Warning Services for Trade Remedy Measures of SCC/WTO is the operational organ of “Early-Warning & Consulting Service System on Trade Remedy Measures” were co-developed by SCC/WTO, the Shanghai Foreign Economic Relations & Trade Commission and the Shanghai Information Center.  Its purpose is to provide enterprises, governments and the public with the following monitoring and early-warning services on Trade Remedy Measures :

1. Calculating the dumping margin and forecasting the extent of industry injury by dynamically monitoring the trends of imports from WTO parties in quantity and price, based on the application of state-of-the–art statistical methods and information technology.

2. Providing advanced and efficient consulting and training services, such as the international competition conditions for imports and exports, and the assessment in matters of trade remedy cases .

3. Helping the trade administrations of governments, enterprises and industry associations avoid losses and investment mistakes resulting from trade conflicts by tracking the changes to the trade environment and conditions in real time and suggesting solutions.

Division of Research Services

         Based on the advanced, fundamental and practical research on WTO affairs, Division of the Research Services provides enterprises, governments and the public with research services:

1.       Administrating the funds granted by the Shanghai Municipal People’s Government and contracting out topical research projects to research institutions and higher colleges and universities at home and abroad in accordance with the topical research programs decided by the WTO Affairs Joint Conference of the Shanghai People’s Municipal Government;

2.       Undertaking theoretical, strategic and countermeasure research projects relating to WTO affairs entrusted by governments, enterprises and industry associations;

3.       Publishing SCC/WTO book series, collections of classic translations and case studies, and annual reports on China’s WTO entry and Shanghai’s social & economic development.

 Postdoctoral Programs in WTO Affairs

The Shanghai WTO Affairs Consultation Center Postdoctoral Programs were established in December 2003 with the approval of the Ministry of Personnel of the People’s Republic of China. The Center’s Postdoctoral Programs have closely cooperated with their Postdoctoral counterparts in many international universities and scientific research institutes, such as the Technical Cooperation Department of the WTO Secretariat, the German Max Planck Institute for Comparative Public Law and International Law, the Swiss World Trade Institute of Bern University, American Georgetown University, George Washington University, Columbia University, and in China, Fudan University in Shanghai, Shanghai University of Finance & Economics, Xiamen University, Wuhan University, University of International Business and Economics, Shanghai Academy of Social Sciences. Many famous experts and scholars in the WTO field have been invited to participate in the Post-doctoral program research, and to provide guidance. Theoretical, strategic, advanced and applied research on the WTO is also being promoted within this Program as well as the training of high-level professionals on WTO matters.

Division of Public Relation

    Division of the Public Relations is  the external liaison platform of the SCC/WTO, manages the daily affairs of the SCC/WTO Advisory Committee and the Experts Committee, as well as forming a liaison between the  SCC/WTO, the WTO members and the WTO-related governmental agencies, industrial organizations, theoretical research institutes, consulting services and enterprises.

WTO Reference Center in Shanghai

The “WTO Reference Center in Shanghai” was established by the Shanghai WTO Consultation Center and duly authorized by the WTO.  It is also the 100th WTO Reference Center in the world set up by the WTO Secretariat.  The “WTO Reference Center in Shanghai” collects the latest WTO information and data both in Chinese and English, including CDs, books, periodicals, and other online and offline information.

           Since opening to the public in April 2001, the “WTO Reference Center in Shanghai” has received many groups of government officials, people from enterprises and other non-governmental organizations.
